Builds the declaration, signs in to ANAF with the qualified certificate, uploads it and records the UIT code. Anything that cannot be sent waits in a queue; XML export for SPV as a fallback.

What is NCPA?
NCPA — Weighing and Settlement is software for the weighbridge (truck scale): it records gross/tare weighings, calculates the settlement of goods on quality, issues the documents and sends the RO e-Transport declaration to ANAF. It is designed for grain reception bases, farms, warehouses and sorting stations, and the general-weighing profile covers any material — recycling, gravel pits, timber. NCPA is in development, with launch expected in Q4 2026.
Does it connect directly to the weighbridge?
Yes. NCPA reads the weight from the scale indicator over the RS-232 serial port, detects when the weight has settled and records gross, tare and net on the same ticket. The vehicle tare can be remembered, and tickets can be re-weighed, voided or cloned. Every weight is marked as read from the scale or typed in by hand, and a diagnostic tool tests the serial port during commissioning.
How does it calculate grain settlement on quality?
A STAS norm is defined for each crop: deductions for moisture and foreign matter above the norm are applied automatically, then the price, withholding, handling, drying and VAT, giving the calculation note — per ticket or grouped by crop. The predefined crops are maize, wheat, sunflower, barley, rapeseed and triticale; norms and prices keep a dated history. The lab moisture meter can be read over serial: moisture, hectolitre mass and temperature.
Does it send the RO e-Transport declaration to ANAF?
Yes. NCPA builds the RO e-Transport declaration, signs in to ANAF with the qualified certificate, uploads it, checks its status and records the UIT code, which then appears on the goods accompanying note. Declarations that cannot be sent at the moment wait in a queue, and the declaration can also be exported as an XML file for upload in SPV. Partner company details are filled in automatically from ANAF by CIF.
Which documents and reports does it produce?
The calculation note, the goods accompanying note (with the UIT code and the driver), numbered settlement reports, statistics by crop, customer or month, and the stock situation — in, out and balance in kg. Documents are PDF, with preview and a QR code, and the list of weighings exports to CSV for Excel. Weighings from an existing system can be imported from Excel.
Does it issue invoices or keep the accounts?
No, deliberately. NCPA covers weighing, quality, settlement and transport; invoicing and accounting stay in the software the company already uses.
What does it run on, and in which languages?
Windows 10 and 11, 64-bit, with a local SQL Server LocalDB database; it works without internet except for the link to ANAF. The interface is in Romanian, English and Hungarian, and printed documents are in Romanian.
